It is true that he offered condolences in the name of the king, his name and the<br \/>\nname of the Jordanian people to the Syrian people, but it was an attempt to open<br \/>\ntemporary bridges on the sidelines of the crisis to benefit from it later, and this is a<br \/>\ncommon practice in International relations, and it is not considered reprehensible from a<br \/>\npolitical point of view, despite what some may see as an exploitative position. This is in<br \/>\ninternational relations, let alone the relationship between two brotherly and neighboring<br \/>\npeoples as well, as in the case of Jordan and Syria, and here it must be recalled that<br \/>\nJordan was one of the most affected by the war in Syria politically, economically, socially,<br \/>\nsecurity and militarily.<\/p>\n<p style=\"text-align: justify;\"><strong>The Syrian war and Jordan&#8217;s damage from it<\/strong><\/p>\n<p style=\"text-align: justify;\">Jordan was greatly affected by the Syrian crisis, as a result of the closure of the borders,<br \/>\nin addition to the presence of more than a million and a half Syrian refugees on its lands,<br \/>\nand the decrease in trade exchange from 400 million annually before 2011 to 90 million at<br \/>\nthe present time.<br \/>\nThis is what &#8220;Malkawi&#8221; went to by saying: &#8220;A great burden has fallen on Jordan, as a result<br \/>\nof receiving hundreds of thousands of Syrian brothers, fleeing from fighting and bombing,<br \/>\nin addition to the closure of border crossings between the two countries for several years,<br \/>\nwhich negatively affected the Jordanian economy as well as the Syrian one, in addition to<br \/>\nthe consequences on Jordan has security and military burdens\u201c.<br \/>\nHe continued: &#8220;We still bear the greatest burden of it until today, and this is not evidenced<br \/>\nby the gangs of infiltration and smuggling of weapons and drugs that have never stopped<br \/>\ntargeting Jordan and its stability, in addition to reminding the sectarian militias that exist<br \/>\nalong the borders in the Syrian territories, whether in Quneitra or Daraa in its western and<br \/>\neastern countryside, in addition to the province of As-Suwayda and its valleys\u201c. The<br \/>\nJordanian political analyst also mentioned the terrorist groups, saying: &#8220;There is no<br \/>\nevidence of that, from the killing of the terrorist organization ISIS in the Syrian village of<br \/>\nJassem, located in the countryside of Daraa, two months ago\u201c, indicating that \u201e&#8221;Yes, the<br \/>\nhuman conditions are an opportunity to liberate the political position. These words are<br \/>\ncorrect.\u201c<br \/>\n<strong>Nearly Arab consensus<\/strong><\/p>\n<p style=\"text-align: justify;\">Regarding the possibility of establishing a new relationship between Jordan and Syria, in<br \/>\nlight of what some observers saw as a difference in Jordan&#8217;s position on the Syrian crisis in<br \/>\nrecent years, when the country distanced itself from the support for the Syrian<br \/>\nopposition\u201c. Salah Malkawi&#8221; stated that &#8220;it is not only Jordan whose position has changed,<br \/>\nbut rather the position of all Arabs\u201d. He continued by explaining: \u201cAll Arab countries<br \/>\ndiffered in their stances, and they distanced themselves from providing any support or<br \/>\nassistance to the Syrian opposition or the fighting factions, especially in Jordan, as we are<br \/>\ntalking about the summer of 2018, since the re-instigation of the regime forces\u2019 control<br \/>\nover all of Southern Syria under Russia\u2019s auspices. This happened outside the Astana<br \/>\nagreement\u201d.<br \/>\nHe added: \u201eLet us say that there is almost an Arab consensus that the situation in Syria<br \/>\nshould not proceed in this way, and the Syrian people should not continue in this way. In<br \/>\nSouthern Turkey, it is like ringing a reminder that there is a forgotten crisis, and that its<br \/>\npain has lasted for 12 years, reminding that it must be resolved\u201c.<br \/>\nIt was further emphasized that the Jordanian position on the Syrian dilemma is consistent,<br \/>\nby stating: 12 years ago, and today, Jordan has been calling for a political solution, and its<br \/>\nposition has not changed. The statements of the King, and the current Foreign Minister<br \/>\nAyman Safadi or the former Nasser Judeh, have always been repeating, namely that Jordan<br \/>\nis calling for a political solution, according to international resolutions issued by the<br \/>\nSecurity Council.<br \/>\n<strong>Damascus and the end of political and diplomatic isolation<\/strong><\/p>\n<p style=\"text-align: justify;\">It is not Safadi&#8217;s first Arab visit since the earthquake occurred, as the Emirati Foreign<br \/>\nMinister, Sheikh Abdullah bin Zayed Al Nahyan, also visited the country on the 12th of<br \/>\nFebruary, while the US State Department announced the temporary lifting of some<br \/>\nsanctions imposed on figures in the ruling regime in Damascus, with the aim of delivering<br \/>\naid to those affected by the earthquake as quickly as possible.Accordingly, Damascus is accused of seeking to end its political and diplomatic isolation,<br \/>\nand reduce the severity of Western sanctions against it, by investing in the humanitarian<br \/>\nsituation in northwestern Syria, as the disaster created a door to break the stalemate in<br \/>\nDamascus\u2019s relations in the Arab arena. During his meeting with Safadi, Bashar al-Assad<br \/>\nwelcomed any \u201epositive stance\u201d issued by the Arab countries, many of whom have broken<br \/>\nup relations with Damascus, since the beginning of the conflict in Syria.<br \/>\nIn the context, Malkawi believes that Damascus has &#8220;began to really succeed in ending its<br \/>\nisolation politically and diplomatically,&#8221; adding, &#8220;We saw Bashar al-Assad visit Muscat as<br \/>\nhead of state, contrary to what we have become accustomed to during the past 12 years.<br \/>\nWe saw him on a Syrian plane, not on a plane carrying the flag of the country to which he<br \/>\nwill be transferred as happened with Russia previously, and we even saw a Syrian plane,<br \/>\nand he acted according to the protocol that he used to follow before 2011, after the Syrian<br \/>\nauthorities sent a plane that transported the Syrian officials participating in the visit<br \/>\nbefore Bashar al-Assad\u2019s plane arrived. Furthermore, we saw a review of the honor guard,<br \/>\nand a public display of the visit, not as before, when It was announced after the return of<br \/>\nBashar al-Assad to Syria, but rather it was announced directly,&#8221; noting that al-Assad &#8220;began<br \/>\nto act as if he was a legitimate head of state, and this means a kind of use of the crisis.\u201c<br \/>\n<strong>Jordan and the exception to the Caesar Act<\/strong><\/p>\n<p style=\"text-align: justify;\">Observers believe that Jordan tried, in 2021, to obtain an American exemption from the<br \/>\n\u201cCaesar\u201d law, when King Abdullah II met with US President Joe Biden at the \u201cWhite<br \/>\nHouse\u201d, where the land borders were opened after the visit, in order to revive transit<br \/>\nlines.<br \/>\nHowever, the Jordanian analyst &#8220;Malkawi&#8221; did not agree with this theory, and he said to<br \/>\n&#8220;Target&#8221;: &#8220;We did not get an exception. The project was to transfer electricity produced by<br \/>\nEgyptian gas to Lebanon via Syria, and this project has not been achieved so far as a result<br \/>\nof reservations about it, and I do not think We got an exception. This information is<br \/>\ninaccurate. There is an international and Arab understanding of the sensitivity of Jordan&#8217;s<br \/>\nsituation, due to its poor economic conditions and the burden placed on it as a result of<br \/>\nreceiving more than a million and a half Syrians on our lands. This puts pressure on the<br \/>\ninfrastructure, the economy and the various sectors. Jordan is moving within almost an<br \/>\nArab consensus on the need to return to discussing a real solution to the Syrian crisis, and<br \/>\nnot to remain suspended.<br \/>\nRegarding the possibility of freezing the Caesar Act now, due to the humanitarian<br \/>\nconditions resulting from the earthquake in Syria, Malkawi told Target: &#8220;The Americans will<br \/>\nnot tolerate its application, especially during the next stage, with the escalation of the<br \/>\nRussian-Ukrainian war.\u201c<br \/>\nAnd he explained the reasons by saying: \u201cSyria has become a card for competition between<br \/>\nthe Russians and the Americans, so I do not think that the Americans may tolerate its<br \/>\napplication, but governments are temporary turning a blind eye on the issue because of<br \/>\nthe earthquake and the humanitarian conditions, so that they are not held responsible for<br \/>\nany humanitarian disasters or tragedies that may occur. As for the political part, the<br \/>\nAmericans seek to strengthen their cards in Syria, and the Syrian crisis is going to heat up<br \/>\nmore than it is to be resolved, according to the American point of view\u201c.<br \/>\n<strong>The new Damascus<\/strong><\/p>\n<p style=\"text-align: justify;\">Jordan has two frameworks, tripartite and quadruple, for joint cooperation with regional<br \/>\ncountries, and it seems that it aspires for Syria to be part of this joint cooperation, asJordan can only supply electricity to Lebanon through Syria, just as Jordan aspires for<br \/>\nSyria, Iraq and Egypt to be part of a large regional project and investment projects.<br \/>\nThis was confirmed by &#8220;Salah Malkawi&#8221; to &#8220;Target&#8221;, by saying: &#8220;It is certain that there are<br \/>\nambitions that are not only Jordanian, even Syria, Egypt, Jordan and Iraq. This is the first<br \/>\nalliance. In fact, there is an integral part of the project that also includes Syria, but it was<br \/>\nnot talked about because of the current conditions; we are talking about the new<br \/>\nDamascus, and even the quadripartite partnership also includes Syria, but all these<br \/>\nprojects are still stalled in their Syrian part, due to the events in Syria,&#8221; adding on the<br \/>\nrelationship between Caesar&#8217;s sanctions and cooperation frameworks between Jordan and<br \/>\nSyria: &#8220;I don&#8217;t think there will be leniency only by annexing Syria, whether for the tripartite<br \/>\naxis or the quadruple axis\u201c.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Target Platform &#8211;
